The label of the Golden Horde Khan Temir-Kutlug, issued in 1397 to Muhammad, lists the rights of the Tarkhan to land, water, gardens, baths, mills, his “free places”, villages and other property. The land and other property of the Tarkhan were inviolable. He was exempt from duties from the vineyards, barn duties and from the fee for the threshing floor and from the yasak from the ditches collected from his subjects on the layout.
The label prescribed no duties, no weights, no road fees, no pay-in-charge fees from the Tarkhan. He was free from underwater pursuits, apartment accommodation, “from the liquor and feed”, which was required from others, extortions, extraordinary taxes and from any oppression.
